In fact, there is no way for regular users to directly speak, email or chat with a customer care executive at all. That being said, you can still contact them if you need to, with the help of any of the following methods.
Report a Video or Comment
Every video on YouTube has the option for users to report them and so do the comments on the videos. If you come across the weird side of YouTube and see something that you feel should not be allowed on the site, you can report them to get YouTube’s attention. Whether they will take action on that or not depends on if the video or the comment violates their guidelines and standards in any way. Rest assured though, they do have staff looking at reported videos every hour of the day. You can also report a video if it features you without your permission.
Report a Copyright Infringement
If you think that a video on YouTube is infringing on your copyrighted material in some way, you will need to click here and open the copyright takedown page. Select the “Submit a Copyright Complaint” option and scroll down until you reach “copyright infringement.” Select it and choose who the copyright violation is affecting (you, your company, someone else). Fill out the subsequent form that appears with information regarding the link of the concerned video, your name, etc. Submit the complaint after filling out the form carefully to complete the process. If you have a legitimate claim, YouTube will in most cases, take down the video, but if you don’t, your account could be suspended.

Keep in mind though, it is very likely that you won’t get a reply from YouTube unless the issue in question is something exceptional. That however, doesn’t mean they are not taking action. In most cases, they will resolve the issue if there is any, but without contacting you about it.
Fax YouTube
Although YouTube doesn’t exactly have a definite email address for you to directly communicate with, you can fax them at +1 650-253-0001, which is probably the fastest way to reach them directly. Keep in mind that just like sending mail, there is no guarantee that YouTube will revert back to your fax either.
